How do you add a profile picture? (Avatar)

I’ve been trying to figure this out and can’t seem to find the account setting to accomplish it.

Try the "My Profile" option under the dropdown in the upper right hand corner of the screen where your login name is located. The next page should allow you to edit your avitar picture.
